Without changing the current roster.
By far the best roster of TALENT that WWE has. ECW catches alot of slack from people because it's not the old ECW. So they should go ahead and change the name of the show. I'm sure they can afford all the legal mombo.
First off, everyone that I wanted to advance to the scramble, didn't.
Mark Henry needs to loose the title. I would say to Matt Hardy or John Morrison. Then you can start working up Evan Bourne and Ricky Ortiz as contenders.
Mark Henry, Mike Knox, and Finlay could do a three way feud. That would keep them busy, and maybe between the all three of them, come up with something half way decent.
Tommy Dreamer could keep the whole motivator coach thing going for some of the new guys. It wouldn't hurt either image to have him in that role.
The Miz could still work with Morrison, even with Morrison as champ. Later Miz could work the jealousy thing and make for a good feud between them.
Chavo could be your stand by man for anyone. I like him in that role. Something comes up...need a contender, Chavo can do it.

Somehow, someway, somewhere, ECW made Mark Henry work for me. It doesn't matter if he has Tony Atlas in his corner because Henry has shown so much personality on the mic and in the ring since becoming champion. He does work as champ but he does need to lose it. I enjoy the "dominant big man champion" storyline but it runs its course and I think this one is doing that.
Matt Hardy has proven he has "it." Throughout it all, the fans still love and accept him. Matt Hardy as World Champion makes so much sense to me.
Evan Bourne can/will continue to climb the ladder. He has a ton of physical talent but if his abilities on the mic are anything like they were back in ROH, then he has some work to do.
Morrison and Miz are a great pairing and considering they both started off on reality TV, it's incredible how far they've come. They both work as heels and I would consider they stick together for the time being.
Bringing up new stars is a great idea and separates ECW from the other two brands. Ricky Ortiz has size but I don't think he's ready. I think Gavin (aka Shawn) Spears is much better at this point and deserves his own run at the mid-card. Also, Mike Knox does look better with the Grizzly style beard but he still seems so generic to me as a wrestler. At least they've done a great build between him and Finlay.
Dreamer and Crazy are just there. Dreamer, even back to the real ECW days, has never wanted to be a champion as he just wanted to do what's best for business. That attitude continues today as he has been more like fodder for Mark Henry, Miz, Morrison and Colin Delaney for that one week. Crazy needs to lay off the tacos and chalupas. He gets any bigger and he'll not only dive onto an opponent but through them.

Change the name to OVW because nothing is hardcore anymore.
