Keeping the current roster.
My answers will probably go longer, as I'm a bigger TNA fan than WWE at the moment. Though they need ALOT of changes to help get by.
First off, get rid of a few of the silly gimmicks. To me, Shark Boy/Stone Cold is funny. One is fine...go with that one. It can't hurt Shark Boy's image. BUT the Super Eric, Jay Lethal, Currie Man gimmicks would be gone.
Completely can the idea of the Kaz/Suicide gimmick.
The X Division title would be the same, but they should add a Intercontinental/US type title for those who haven't quite made main eventers, but are above the X division. Kaz, Matt Morgan, Creed, Christopher Daniels, Rhino. You could also throw guys like Hernandez, Kip James, BG James, Abyss and those guys in there sometimes. Once again, alot of TNA's main event guys have been around awhile, so building up some new guys doesn't hurt.
I like TNA's direction with tag teams. They've got plenty to choose from. LAX, Team 3D, Beer Money, MMG, Rock & Rave. Get rid of the Rock and Rave gimmick...great tag team, terrible gimmick. As above, I'd like to see Hernandez go it alone in singles.
Booker T, Sting, and Kevin Nash doesn't hurt the show much, but none of them are needed to keep it going. Jeff Jarrett in the current angle doesn't bother me, but I think after that, I'd have him in a Vince McMahon type role. He runs the company, might as well let everyone know.
As for the main event guys...Samoa Joe, Kurt Angle, Christian Cage, and AJ Styles. All 4 guys are completely awesome. Now that they've proven to the world that AJ can do it...let him. It's time for AJ Styles to have another title run. Especially seeing as how nearly nobody saw or remembers the first one. AJ Styles and Christian Cage would make a great Lawler/Dundee run. Beat everyone else up, beat each other up, team up again to beat everyone else up. I always loved that back in the day. The title could swap hands between all four and nobody would hate TNA for it. I personally could care less if Sting, Booker T, or Jeff Jarrett ever shows up in a ppv main event.
The women, wouldn't change a thing. Possibly hiring someone to replace Gail Kim. That's about it. Well, that and letting Roxxi's hair grow back out. Anyone else notice that ODB on camera is like a female version of Scott Stiener. LOL. Her promos don't make sense, but I love her for it.
I would let JB take over for Don West.

Now, with all that said....IF I were going to hire new guys, I would watch exactly who.
Mick Foley wouldn't hurt to have around as commentator/commissioner type character. Random wrestling spots now and then.
Domino would be a great addition to the roster with his "Dominotion" gimmick. "From LA to France, to your girl's underpants." It could easily be TNA's own version of WWE's Attitude era. Did anyone else watched that video think of Firebomb w/ Rocken' Rob? LOL.

Sterling James Keenan would fit that bill as well.
Maybe the guy named Chris Posh.
Maybe add Shannon Moore or Joey Matthews to that and you'd have a nice new stable that could change the face of wrestling once again.
